Qualifying Film Rebates are approved on a rolling first-come, first-served basis. Unlike the CA Tax Credit, there is no application window.
Oakland's allocated city funds for the pilot round of the Oakland Film Rebate is split into two pools, which will each be disbursed separately to approved projects until the funds have all been claimed.

Your project might qualify for one pool or the other, but not both.
10% of the Film Rebate allocation will be distributed to projects with qualified spend of $50,000-$249,999.
90% of the Film Rebate allocation is for projects that exceed a $250k minimum qualified spend. There is no maximum spend per project, as long as there is money in the pool to distribute.

The Oakland Film Rebate is designed to be non-exclusive. By combining with the CA Film Commission's Film & Television Tax Credit, your production could see a combined 45% back in  incentives on qualified spend.
The Oakland Film Rebate is based on qualified spend amounts and focuses on private-sector wages for Oakland residents and rentals/purchases/service contracts with Oakland businesses. This dovetails nicely with San Francisco's Scene in San Francisco rebate program, which is based on a percentage of shooting days being inside city limits and allows productions to get refunded up to $600,000 in public-sector city fees.
